Circular Letter No. 1120

October 20, 2023

TO: Federal Agency Budget and Accounting Officers, Agency Printing and Publishing Officials

SUBJECT: Part 6 – G-Invoicing (GINV) – Important Changes to the GPO Financial Document Repository (FDR) and Additional GPO GINV Readiness Updates

The U.S. Government Publishing Office (GPO) is pleased to announce the release of the enhanced GPO FDR system scheduled for Monday, October 30, 2023. The FDR provides registered users with online access to transaction data and the status of advanced funds.

Important FDR Login Information:

  • The URL for access will remain the same: https://financialdocuments.gpo.gov/
  • On Friday, October 13, 2023, GPO sent an email to all FDR Users requesting they log into the FDR by Friday, October 20, 2023, to retain access rights. By doing so, the user email address will be moved into our GPO Identity Management Service (IMS).
  • The transition to GPO’s IMS will streamline logins to GPO web portals, as the agency adopts a shared service model for logins.
    • If you already have a GPO IMS account, for example via GPO Publish or GPO File Sharing, then you can use that login immediately to log into GPO FDR.
    • If you do not already have a GPO IMS profile, you should expect an email on or after Friday, October 27, 2023, that will provide you with a link to set up your GPO IMS profile.
  • GPO has created a simple five-step instruction document to assist customers with the transition. https://financialdocuments.gpo.gov/content/IMS-Setup-Instructions.pdf

Additional GPO GINV Readiness Updates:

  • GPO has begun working with our initial pilot agencies on General Terms and Conditions (GT&Cs) and Advanced Orders. We anticipate expanded support for all other GPO customers in the early calendar year 2024 to process additional GT&Cs and Advanced Orders at that time.
