Chief Human Capital Officer


As Chief Human Capital Officer, Elizabeth (Beth) Shearer plans and implements the human resources systems and oversees the policies and procedures that guide GPO’s innovative human resources operation — policies designed specifically to strike a balance of honoring the culture and values of GPO’s rich history while positioning the Agency to meet the evolving human capital demands of the future. Shearer assumed the role of Chief Human Capital Officer in February 2024.

Biography

Shearer began her career at GPO as part of GPO’s Outstanding Scholars Program, a precursor to today’s Recent Graduate Program. For more than two decades she gained experience in Human Capital roles, including hiring, employee relations, benefits, policy, and more. Beth held human capital positions at the Office of Personnel Management (OPM), the Department of Veterans Affairs, the Department of Treasury, and the Department of the Army before returning to GPO in 2022 to serve as Human Capital Manager (Position Management, Compensation & Benefits Division) and Acting Employee Relations Supervisor. She served as GPO Acting Chief Human Capital Officer beginning in November 2023 until being promoted to Chief Human Capital Officer.

Shearer graduated from the University of Maryland, Baltimore County with a bachelor’s degree in psychology and a certificate in personnel/industrial relations.
