Managing Director, Plant Operations


Gregory (Greg) Estep assumed the role of Managing Director of Plant Operations in October 2022.

As Managing Director of Plant Operations, Estep is responsible for leading the team that produces and publishes essential Government documents such as the Congressional Record, Federal Register, Code of Federal Regulations, President's Budget and legislative documents such as bills, hearings and reports.

He also oversees the Office of Congressional Publishing Services, which serves as the liaison for print and electronic product requests between GPO and Congress; the Office of the Federal Register (OFR) Publishing Services, which supports and monitors the administrative and production requirements for all official OFR documents produced by the GPO; and the Congressional Record Index Office, which is responsible for creating an index to the congressional proceedings, bills and resolutions, floor statements, submitted remarks, and all supporting documents that appear in the Congressional Record.

Biography

Estep has been part of the printing industry since 1981, where he began working at The Washington Post. He worked his way through the ranks at the Post to become Superintendent and led the start-up of a new production facility. Estep then became Production Manager at The Richmond-Times Dispatch where he led all Plant Operations. In 2009, Estep joined GPO as an Assistant Superintendent of Congressional Services. He went on to be the Assistant Superintendent of Press, Superintendent of Press, and Deputy Director of Plant Operations.

During his tenure at GPO, Estep has been an advocate for the ongoing plant modernization in Plant Operations. He led the team that researched and concluded that digital press technology was the best fit for GPO’s short-term and long-term printing needs. He helped implement the Lean Six Sigma methodology in GPO’s Plant Operations.

Estep holds a bachelor’s degree in Management from Rochester Institute of Technology in Rochester, New York.
