JAMES MCCARTHY

Chief of Intergovernmental Affairs


As Chief of Intergovernmental Affairs for the Government Publishing Office (GPO), McCarthy serves as the official point of contact with Congress; the District of Columbia government; professional trade organizations; public policy advocacy groups; and civic organizations including the NoMa Business Improvement District (BID) group and the Union Station Expansion Project. He is responsible for coordinating with the Joint Committee on Printing (JCP) to ensure Agency actions are guided by precedent and supported by Congressional authorization. In addition to being a liaison between GPO and Congress, McCarthy works with other Congressional offices within legislative, executive, and judicial branch agencies.

Biography

Prior to being named Chief of Intergovernmental Affairs, McCarthy served as GPO Congressional Relations Specialist since January of 2018. In this capacity he developed annual budget requests, helped prepare testimony for Agency officials before congressional committees, and served as GPO’s primary liaison with Congress. Before joining GPO, McCarthy worked in the United States Senate for more than 15 years. During his Senate service, he worked for Senators Edward M. Kennedy, Charles E. Schumer, and Daniel Patrick Moynihan, as well as the Senate Committee on Rules and Administration. While serving with the Rules Committee, Jay performed oversight of GPO. A graduate of the College of the Holy Cross in Worcester, MA, McCarthy is a native of New Bedford, MA.
