TO: Printing and Publishing Officials of the Federal Government

SUBJECT: Federal Register Printing Savings Act of 2017

This Circular letter is to inform our customer agencies of the efforts of the Government Publishing Office (GPO) and the Office of the Federal Register (OFR) to comply with the Federal Register Printing Savings Act of 2017 (Public Law 115-120) which places a restriction on distribution of free printed copies of the daily Federal Register to members of Congress and Federal offices. Under this Act, the Director of the Government Publishing Office may not provide printed copies of the daily Federal Register unless a Member or other Federal office requests a subscription to the printed edition of the Federal Register. Subscriptions for free copies are for one year only.

We are currently working to create a database to track official free subscription requests, once that system is in place we will issue a follow up Circular Letter.

If you currently have an official subscription to the print edition of the daily Federal Register, your subscription will continue until we launch our new system. If you wish to cancel your official subscription, you can email, [email protected] with that request or call 202.512.2100.
