GPO Director Names Managing Director of Government Publishing & Print Procurement
GPO’s Jamie Fowler Began Working in Print Shops at Age 16
WASHINGTON —U.S. Government Publishing Office (GPO) Director Hugh
Nathanial Halpern named Jamie Fowler GPO Managing Director of Government
Publishing & Print Procurement (GPPP). As Managing Director of GPPP, Fowler
oversees GPO’s Customer Services business unit, a public/private sector
partnership consisting of printing professionals located in Washington D.C., a
nationwide network of procurement teams, and private-sector print providers in
all 50 States. GPPP is dedicated to ensuring that GPO Federal customers’
publishing requirements are met with quality products and solutions provided in a
timely, cost-effective, and professional manner through a network of private sector
printers and publishers nationwide.
“Jamie has lived and breathed the printing industry since he was 16 years old,”
said GPO Director Hugh Nathanial Halpern. “He has demonstrated that he knows our customers’ needs and how we can leverage GPO’s resources to deliver. He’s an ideal choice to lead this team.”
Fowler brings nearly two decades of experience meeting Federal Customer
agencies’ printing and publishing needs. He joined GPO in 2008 as a Printing
Specialist. In this role he founded the GPO Onsite Services contract, which has
since become one of GPO’s largest procurement vehicles. Fowler moved through
the ranks of GPO’s GPPP team as an Assistant Manager and Manager. He most
recently served as the Chief of DC Procurement and served as interim Managing
Director of GPPP for two months before being officially named Managing Director
in July 2025. Fowler has worked to establish protocols for handling customer
relationships and ensures timely and effective advice to customer agencies
regarding new contract requests. He has helped to handle some of GPPP’s most
important procurements, such as the printing of the United States Census and the Medicare & You handbook. Fowler is dedicated to maintaining a first-rate customer service experience.
At the influence of his father, who repaired and sold printing equipment, Fowler
began working in print shops when he was 16 years old and worked in commercial
printing for 13 years prior to moving into customer services and sales roles. He is a
graduate of the Excellence and Government Fellows Program.
